Karl Adolf Neubecker,
joined IABG in 1966 as Systems and Operations Research Analyst in the field of defence and security. His working areas include scenario and threat analysis, mission analysis, force structure analysis, arms control and crisis management. He was nominated for a variety of administration positions such as project manager, chief of Operations Research Division, Senior Vice President and Member of the Board of Directors.
In 1998 he joined IABG´s Centre for Strategy Research to develop IABG´s strategic capabilities in the field of security and defence in a national, European and transatlantic context. Since 2001 Mr Neubecker has been working as a Senior Adviser for IABG and other organisations in the field of security, critical infrastructure protection, and terrorism. He has been acting member in development and realisation of several crisis management exercises. He was member of international EU contract project teams in the field of critical infrastructure protection and security issues. He joined CESS in 2007 and was involved in several activities including application of experimental exercising for training of management and operational personnel in the areas mentioned above.

Walter Schmitz,
has many years of experience in the field of Operations Research including design, development and application of planning and simulation models and test beds particularly in the field of security analysis. He developed and applied methods for strategic planning, scenario analysis as well as emergency and crisis management. He consequently created numerous business games, simulations, future scenarios and consulting approaches.
In the course of his professional career, he was crisis management project leader, head of department for strategic analysis, head of the segments logistics, cost-effectiveness investigations and defence planning as well as senior consultant for the development of the segment critical infrastructure protection. He has successfully acquired and implemented many national and EU projects focusing on security analysis using experimental exercising. Numerous publications make him an internationally recognised expert in this field. Mr.Schmitz studied mathematics and physics at the university in Saarbrucken and economics in Nuremberg.

Thomas Beer,
studied International Relations, International Law, Sociology and Law. During his studies he worked as external consultant for PriceWaterHouse Coopers and IABG. After graduating he joined IABG and worked as an analyst in the areas IT Security, Emergency Response Planning and Critical Infra-structure Protection. He currently works as programme manager for CESS and is assistant lecturer for International Relations at the University of Munich. Thomas Beer was involved in various national and EU security projects such as ACIP and HUMSEC.
